What is being worked on and roughly in what order.

What is being built and roughly in what order. Nothing here has a date on it, because a date would be a guess.

Things move up this list when somebody starts on them, not when they are announced.

Being built now

• Guards and cells run by people · Guards are people, not NPCs. A guard holds the jail cells and the notice board of their own hold, and decides what happens to you there.
• Property you actually own · Claim a building for free at its door and the deed in your pack says it is yours. Lock it, have a smith cut keys, and carry its master key. The hold's steward can set rent and evict, and a claim nobody goes into for 14 days lapses.
• Quests people write · Custom quests posted by people, with their own rewards and cooldowns that survive a restart.

Next

• Trade ships · Cargo between the ports, worth money and worth robbing. Skyrim has a coastline and nothing on it.
• A trading company of our own · The Free Skyrim Trading Company replaces the East Empire Company: hauls between the holds, with a cut for the people who run them.
• NPCs with their own work · Jobs, routines and errands of their own, then quests. So a hold at three in the morning still has something in it.

Later

• The Thalmor war · The Thalmor never signed the Accord. A remnant holds the embassy, and there is a war to have.
